fix: render ocean as SVG rectangle to prevent GPU compositing seams

CSS background bleeds through Leaflet transform3d layer boundaries on
retina Macs causing horizontal lines. Move ocean color into SVG layer
so it composites with countries. Add backface-visibility: hidden.
